The Electronic Products Recycling Association (EPRA) is a national not-for-profit corporation, whose mission is to set up, manage and oversee a comprehensive system for the recycling of electronic products across Canada. EPRA is a joint initiative of Electronic Products Stewardship Canada (EPSC) and the Retail Council of Canada. As jurisdiction for regulating this sector resides with the provinces, EPRA is in the process of completing the establishment of an operating organisation in each of the provinces.
The government of Québec adopted a regulation in June 2011 which mandates a program that would include recycling a wide range of electronic products in the province. This regulation is scheduled to come into force in mid-July 2012. Within this regulatory framework, Electronics Product Stewardship Canada and the Retail Council of Canada have developed and put forward to the Québec government via RECYC-QUÉBEC, a government agency, a Stewardship Program for the province. The Program will be funded through a mandatory fee on the purchase of all designated electronic equipment in the province and will be established and overseen by a permanent staff headed by a Program Director. When the Program is fully operational, it is estimated that the annual operating budget will be in the range of $50 million.

We are assisting EPRA in the process of hiring its first
Reporting to the Chief Executive Officer of EPRA, your primary responsibility will be to implement the Stewardship Program by establishing and managing a province-wide system to ensure the effective and efficient management of electronic waste reuse and recycling in Québec. Initially, you will revise the proposed Stewardship Program and secure approval from the Ministère du Développement durable, de l’Environnement et des Parcs of the Québec Government. Finally, you will execute the approved Program and supervise resulting operations in order to meet objectives and achieve overall program success in Québec. You will also support EPRA’s Marketing Director in the deployment of communication campaigns to encourage consumers to return electronics, alert parties subject to the government regulation as to their mandated product stewardship requirements, and provide contractual oversight and guidance to all third party vendors, collectors, transporters and processors in Québec. Your communication skills will allow for developing and maintaining strong relations within all levels of government, particularly provincial, with key stakeholders in other areas and with the general public.
Key Experience and Competencies
- University degree in Business Operations, Administration or the equivalent in education or related work experience;
- Minimum 5 years’ successful experience at a senior management level with responsibility for logistics, as well as operations or business management, preferably in environmental services, or the electronics, municipal or private waste management sectors;
- Experience with regulated products stewardship would be a strong asset;
- Preferred hands-on knowledge of provincial environmental, recycling and operational standards and regulations;
- Proven successful experience developing a start-up operation or with municipal waste management;
- Strong negotiation and consensus-building skills, demonstrated ability to procure appropriate and efficient vendor contracts;
- Business acumen combined with strong business skills including cost analysis, budget management, developing business cases and overall accounting prowess;
- Excellent communication skills; highly successful background in developing and maintaining positive partnerships with a wide variety of stakeholders such as public officials, the media, Stewards and a variety of vendors;
- Achievement orientation with good multi-tasking skills;
- Experience in an organisation with a membership focus, as well as sensitivity to customer service;
- Sensitivity to sustainable initiatives and environmental issues;
- Inspiring leadership, with focus on teamwork and communication;
- High level of computer literacy (Microsoft Office suite, e-mail, Internet); intermediate level Visio skills are preferred, but not required;
- Fluency in French and English, both oral and written.
